The Pärnu area is a flood-prone zone in the West of Estonia, rich in coastal meadows. Citizens liable to be involved in the pilot test of MAppERS include volunteers active in rescue services, and rescue college students.

Helsinki is the capital of Finland, and is located in an area prone to sea floods, river floods, and storm floods. Citizens liable to be involved in the pilot test of MAppERS include volunteer associations and rescue school students. |

| Frederikssund municipality – Denmark
The municipality of Frederikssund, in the Hovedstaden region, is located on moraine-formed hills, near a fjord. Citizens liable to be involved in the pilot test of MAppERS include local civil protection volunteers and their families. |
